场景是这样的，想在 telegram 接受通知，类似 slack, https://api.slack.com/incoming-webhooks 请求 webhooks 的 url，把 text 消息发到 telegram

命令: /callback_url 获取 callback url

@iappled 为什么 telegram 设置报警规则，添加机器人到群里 chat id 也写了，报警 telegram 收不到信息
